MADISON, Wis. — Enough is enough — that's what Monona's top cop says about repeat violent offenders — after he says one of them was behind the chase and crash that put a Madison police officer in the hospital Saturday.

“These tow trucks are used to tow vehicles, right? They're heavy duty vehicles. They're not easily stopped,” Chief Brian Chaney said. “It is a moving death machine is in the hands of the wrong person.”

That's how the Monona police chief described the tow truck 36-year-old Christopher Brugger was allegedly driving recklessly Saturday afternoon.

Monona police officers attempted to talk to him at a gas station.

“It's not clear to me at this point if the person was aware that the officer was even standing next to them … and then he took off, you know, nearly striking people,
