A Victorian teen suspected of violently attacking a man with a machete has been given an opportunity to earn bail after taking his fight to the Supreme Court.

The 14-year-old has been accused of almost cutting a man's hand off with a machete in a random attack at Central Square shopping centre in Altona Meadows in July.

The incident left 33-year-old Saurabh Anand's hand hanging by a thread, almost requiring amputation.

He also suffered organ damage and a spine fracture, as well as sustaining a concussion from falling to the ground during the alleged attack.

The court heard the teenager had been involved in more than seven incidents where he allegedly threatened, verbally abused, or physically abused custody staff, The Herald Sun reported.
