1. Miscommunication means St. Louis isn't collecting tax for affordable housing

Nearly a year after voters approved a new tax on Airbnb-style rentals, meant to help build affordable housing, the city hasn’t collected a dime. Why?

The City Counselor's office says the reason is simple: Aldermen didn’t pass a bill authorizing collection.

What's the impact? That's unclear: Neither aldermen nor budget staff have estimated revenues from the 3% nightly fee, in part due to uncertainty on how many rentals exist. Plans to make rentals register with the city are tied up in court.
