Houston Astros right-hander Luis Garcia underwent a second Tommy John surgery on Wednesday, which included a reconstruction of his ulnar collateral ligament (UCL) and repair of his right flexor tendon , the team announced Friday (h/t Chandler Rome of The Athletic).
