O'FALLON, Mo. — Mayor Bill Hennessy won't appoint someone to fill the seat vacated by Councilman Nathan Bibb last month, city officials say.
Bibb, who resigned over concerns about a potential conflict of interest between his day job and the city's new police training center , had represented the city's Third Ward for six years. His resignation left Councilman Steve Koskela as the lone representative of the ward, which stretches from areas along Winghaven Boulevard west toward Highway D and Highway NN.
Bibb is a vice president for the construction company that was awarded the $23.5 million contract to build the training complex . In August, he recused himself from the contract vote and the final discussion about building the training complex.
