Calling it a "new chapter for Delaware's children," the Department of Education has developed a statewide initiative to address what's been called a "literacy emergency."

Secretary of Education Cindy Marten said Friday that the state's program will bring more resources and support for teachers who are educating our youngest learners. The goal is to ensure that all students are reading at grade level by the end of third grade.

"If we're going to shift the outcomes - the byproduct, the standardized scores - it's going to shift because we change what happens every single day inside each and every classroom, meeting students at their point of needs," Marten said.
