NEW YORK — A New York City special education teacher was arrested after police said he was seen kissing a 13-year-old student on the lips in Brooklyn on Friday, the NYPD said.

Michael D’Anna, 41, who works at P.S./I.S. 30 Mary White Ovington in Bay Ridge, was arrested and charged with acting in a manner injurious to a child, police said.
