A resident of La Cieneguilla has filed a complaint against Environment Secretary James Kenney with the New Mexico State Ethics Commission over a controversial petition to revise regulations on hydraulic fracturing wastewater.
José Anguamea Lorenzo Villegas Sr., a land grant leader, community activist and retired New Mexico State Police chaplain, filed a complaint with the commission last week, alleging the Cabinet secretary had "conspired to predetermine the outcome" of a petition from an organization known as the WATR Alliance — or Water Access Treatment and Reuse Alliance — according to documents obtained by The New Mexican .
