In just over 24 hours, the city of Haverhill has had three police chiefs — a major shakeup in leadership for a department facing intense scrutiny since a man died while being restrained by officers in July.
On Thursday, Robert Pistone abruptly retired after a no-confidence vote from a police union and was placed on leave by Mayor Melinda Barrett.
Then, Deputy Stephen Doherty was appointed acting chief, a decision reversed on Friday when the mayor also placed him on leave.
The union also voted no confidence in Doherty, and Captain Wayne Tracy was named acting chief, the city said.
Barrett announced the rapid-fire leadership changes in a statement Friday evening.
