KINGSTON — Members of the Ulster County Legislature’s Energy, Environment and Sustainability Committee sparred Tuesday over whether to block construction of large-scale battery energy storage systems — including one proposed in the Town of Ulster — before voting 4-3 to table the resolution for further review.
