Despite strong urging from city planners to deny the proposed plan, a project that would add 180 apartments for renters below the area median income passed through city council and is set to go forward.
Norfolk-based developer The Lawson Cos. was granted a special-use permit to build the apartment complex, called Refuge, on 10 acres at 5015 Snead Road in South Richmond’s Piney Knolls area.
The one-, two- and three-bedroom apartments will be targeted to renters earning below 60% of the area median income, making them more affordable than the 80% AMI originally specified when Lawson submitted its plans last year .
