NORTH CAROLINA, USA — Republican lawmakers in North Carolina have followed through on their promise to redraw the state's congressional map, unveiling a plan that targets the only swing seat held by a Democrat , U.S. Representative Don Davis, in a clear move to gain an 11th Republican seat, leaving Democrats with three.
