Most Salem residents are content with the city’s services, and most believe addressing homelessness should be Salem’s top priority, according to a new city survey.

The survey, conducted in September amid community discussions about public safety downtown , also showed that crime, drugs, downtown business development and cleanliness were bigger concerns for residents than last year.

Independent research firm DHM Research conducted the survey for the city, and asked 400 Salem residents over the phone and online for their thoughts on the top issues the city faces, and their level of satisfaction with city services.

It found that, overall, seven out of 10 residents were satisfied with the city’s services and facilities in general
