WICHITA, Kan. (KSNW) -- Wichita city council members will consider new regulations for property management. Big changes would impact how "negligent" landlords could manage their tenants.

Under the proposed changes, landlords could no longer refuse to rent to people with Section 8 vouchers. They would also create a registry for property managers with repeated code violations. Despite widespread denunciation from landlord groups in Wichita, one that spoke to KSN gave a less decisive response.

Blake Thackery, a Garden City landlord with 17 properties in Wichita, drew a line between "good" and "bad" landlords.

"They get paid rent, but they don't want to put money back into it," he said.
