VIENNA, Wis. (WKOW) -- Plans for a massive data center in Vienna are causing frustration after a town meeting was abruptly canceled.

The meeting, originally set to discuss the project, was called off after officials received a new cooperation agreement from QTS.

The agreement, shared with the town 24 hours before the meeting, outlines QTS's plans to annex the 1,400 acres of land. In exchange, QTS promises millions in payments to Vienna over the next 15 years.

Town Clerk Kathleen Clark said officials had little time to prepare for the new agreement.

"Trying to really turning around and and prepare for what was coming, we heard the proposal was intended to be brought here," Clark said.

The last-minute change caught many residents off guard.
