Imagine for a moment that you live in a neighborhood that is extremely dangerous. You are regularly awakened by gunshots and people screaming.

In your neck of the woods, gangs are fighting for turf and regularly shooting it out. You periodically learn of people being murdered, stabbed, shot, assaulted, mugged and raped.

Maybe you currently live in this environment. Unfortunately, too many Americans do.

While living there, you might notice that you see the same faces causing trouble. They may be gone for short periods of time, but before you know it, they are back in town and causing problems.
