U.S. Sen. Jeff Merkley of Oregon joined 10 other senators in asking the Congressional Budget Office to estimate the cost of President Donald Trump’s order to deploy National Guard troops in U.S. cities.

The senators submitted the letter to the budget office Monday, even as Trump’s promise to deploy troops to Portland has stalled in federal court.

National Guard troops have already been deployed to Los Angeles, Washington, D.C. and Memphis since the president’s June 7 order calling troops into federal service. The troop deployments to Chicago and Portland have been temporarily blocked in court.
