GRAND FORKS – Grand Forks City Council members are supportive of revitalizing a stalled development project near downtown, but what the city’s role will be in that project is still up in the air.

During the council’s committee of the whole work session on Monday, City Administrator Todd Feland presented details about construction of a third apartment complex and a public events plaza for the mixed-use Beacon development located on First Avenue North, with a possibility of the city owning the plaza.

“The request would also be that we own the public plaza, and then once we own it, we’ve got to manage it,” he said. “And so whether it’s programming it, whether it’s operating it, whether it’s maintaining it, it would be on the city of Grand Forks.”
