TUCSON, Ariz. (13 News) - As early ballots are cast in Tucson’s city election, voters face a crucial decision beyond the city council races: to either approve or deny Proposition 417, also known as Plan Tucson 2025.

If approved by voters, it will allow the city to adopt 14 main goals and nearly 200 policies to help guide decisions over the next decade.

The plan is overdue.

State law requires voter approval on a city’s updated general plan every 10 years, but Tucson’s last one passed in 2013. Mayor Regina Romero explained one reason why the city has fallen behind.

“The pandemic got in the way of having an election, and so we have to put this plan out to the community,” Romero said.
