KNOXVILLE, Tenn. (WATE) — A newly released assessment of the Knox County Juvenile Service Center has noted a plethora of issues and included nearly 10 pages of changes that are needed at the juvenile detention facility.
The 98-page document, prepared by Jim Hart with the County Technical Assistance Service, starts by includes notes of Hart's assessment that was conducted earlier this year. Numerous issues were noted in the assessment, including how the security perimeter of the facility is directly accessible to the public in some spaces, and that goats had previously been raised in an unoccupied dormitory with remnants of goat feces, trash, and broken equipment being found.
