ROCHESTER, Minn. - Hurricane Melissa has made landfall in Jamaica, bringing historic wind gusts to the region. The storm has decreased to a Category 4, with wind speeds at 145 miles per hour. The International Red Cross has teams on the ground in Jamaica, working to provide life-saving assistance.
