SPRINGFIELD — After 18 months of study, a three-member committee released its findings on payments in lieu of taxes to the City Council Monday night.

The committee, led by City Councilor Victor Davila and residents Karen Lee and Juan Latorre III, came up with multiple recommendations after studying the issue for at least 18 months. It is also asking for $40,000 to hire a think tank to assist with creating a policy and do other work to help the panel negotiate with nonprofits.

With far more discussions needed, the council voted to accept the study for now and continue to work on the effort.
