ESPAÑOLA, N.M. (KRQE) – People in Española packed Española City Council chambers Tuesday night to share their voices on the future of the city's only homeless shelter. KRQE News 13 heard from planning commissioners who initially denied the shelter a permit to continue running.
"The Pathways has shown a history of non-compliance with our city ordinances. They created a very unsafe environment for the homeless," said JR Trujillo, Previous Chair, Española Planning and Zoning Commissioner. "If we moved forward and say it's okay you violate all the conditions, it's okay you don't have to follow the rules, this allows other businesses who want to apply for a special use permit to say we have the freedom to say we do not have to follow the rules," said Debbie Martinez, Española Planning and Zoni
