PORTLAND, Ore. — A three-day trial began Wednesday in Oregon's lawsuit challenging President Donald Trump's ability to federalize and deploy the National Guard to Portland in response to protests outside the ICE building in the city.
The case has already seen intense activity in both district and appellate courts, but this is the first time the proceedings have delved into the merits; the court battle until now has focused on a pair of temporary restraining orders issued by U.S. District Court Judge Karin Immergut to halt the deployment while the lawsuit plays out.
