With questions surrounding how the City of New Orleans got into such a deep budget deficit, one city councilmember has pointed the finger directly at the city's former chief administrative officer.

The decision to pull the request comes after Attorney General Liz Murrill tied the money to an agreement that the city would allow a fiscal administrator to handle their finances indefinitely.
During a news conference with certain council members regarding the decision, Councilmember Oliver Thomas, for the first time, pointed the finger at former chief administrative officer Gilbert Montano.
