The Valparaiso City Council voted 6-1 on Oct. 27 to pass an ordinance that will change how the city redraws its city council districts starting in 2032. A six-member volunteer commission comprising no more than three appointees each from the Democratic and Republican parties will be tasked with drafting new maps that will go before the city council for final approval.

Councilwoman Barbara Domer, D-3, was the legislation's author but was also the only vote against the final version of the ordinance. She made clear before the final vote that she opposed having committee members serve in a partisan capacity.

Domer initially proposed the creation of a five-member nonpartisan committee. She was motivated in part by Republican lawmakers' plans to launch a mid-decade redistricting
