GRAND FORKS – A planned underpass at the intersection of DeMers Avenue and 42nd Street is making progress as Grand Forks City Council members on Tuesday approved a memorandum of understanding from the state Department of Transportation.
David Kuharenko, assistant city engineer, presented the MOU and its outline for capping the city’s contribution to the underpass project, which will allow traffic to go beneath the railroad tracks just north of the intersection.
“The attached MOU is the latest efforts by the state to identify and also recognize the city’s financial limitations to support the project,” he said.
