Elysian Valley— Caltrans will begin overnight ramp and connector closures for three weeks at the junction of the 2 and 5 freeways starting tonight, Tuesday, Nov. 5, for a $15.9 million seismic retrofit designed to strengthen the bridge and tunnel structures against major earthquakes.
The project, led by Powell Constructors, will upgrade 51,773 square feet of bridge and tunnel area and replace 3,200 feet of guardrail, according to Caltrans. Work is expected to continue through winter 2026, and nearby residents may experience noise or vibrations during construction.
Between Nov. 5 and Nov. 26, several connectors between the freeways will close nightly, both reduced to one lane and fully closed overnight:
