Last year, the council voted to spend $6.3 million to acquire a parcel of land - known locally as the old Big River property - that backed onto its works depot site in Belvedere Street.
The plan was to relocate the works depot to a better location in Minnamurra and redevelop the two-hectare site for housing.
The NSW Government has been working with the council on developing a rezoning proposal.
