The Rutland Free Library may double as a homeless shelter this winter.
The Board of Aldermen voted unanimously Monday to authorize a "preliminary application" to establish an emergency cold-weather shelter in the library. The plan would use the Nella Grim Fox Room on the library's second floor to house people overnight when the temperature reaches 10 below zero.
