CLEVELAND, Ohio — A Florida man has sued Maple Heights police after he was arrested and charged with kidnapping his son, even though he was the boy’s legal guardian.

David Duncan, 41, of Pembroke Pines spent more than a month in jail on a $100,000 bond before prosecutors dropped all charges against him.
