The SNP has been accused of "chucking promises into landfill" after a landmark environmental policy was delayed by at least two years.
Nationalists ministers were forced to pause plans to impose a ban on black-bag waste being sent to landfill sites after it was revealed not enough waste incinerators have been built in time to cope with the additional rubbish being diverted.
If the policy had been implemented it would have led to up to 100 truckloads of rubbish being transported to England every day for disposal.
The SNP Government wrote last month to the Scottish Environment Protection Agency (SEPA) highlighting the challenges the waste industry has been facing in preparing for the ban.
SEPA has now issued a notice saying the ban will take full effect
