As the one-year anniversary of a fatal road rage shooting approaches, investigators release more details and continue to seek the identity of the suspect pictured in video footage captured during the incident.

A Maryland man already jailed in Virginia has been charged in the road rage shooting death of a 20-year-old woman on the Capital Beltway — one of three deadly highway shootings under investigation by state police.

Maryland State Police said 28-year-old Dominec Proctor, of Glenn Dale, is charged with first-degree murder in the death of Nyah Hairston, who was killed while driving on I-495 in May 2024. 

He’s being held without bond in Virginia on unrelated charges.

Troopers from the Forestville Barrack responded shortly before 10:45 p.m. Friday, May 3, 2024, to reports of a vehicle off the roadway on southbound I-495 near Landover Road. 

When they arrived, troopers found a gray Nissan Versa in a ditch with Hairston inside, unresponsive.

“Troopers were forced to break the window to make entry and extract Nyah from the vehicle,” police said. 

“EMS responders rendered aid to Nyah on the scene and transported her to the University of Maryland Capital Region Trauma Center, where she was later pronounced deceased.”

Investigators said information gathered during the investigation led them to identify Proctor as the suspected shooter. 

Police obtained a warrant and charged him in Hairston’s death, with assistance from the FBI Baltimore Field Office’s Cross Border Violent Crime Task Force, the Metropolitan Police Department, and the Prince George’s County State’s Attorney’s Office.

“This case marks the third road rage murder investigated by the Maryland State Police Homicide Unit since 2022,” the agency said.

Police are still seeking information in two other fatal road rage shootings that killed Charles Marks and Delonte Hicks.

On Jan. 30, 2022, 42-year-old Charles Harrison Marks IV, of Pasadena, was fatally shot while driving a white cargo van north on I-95 near Route 100 in Howard County around 3:40 p.m.

On March 19, 2022, 29-year-old Delonte Hicks, of Washington, DC, was killed while driving a tow truck east on Route 50 near Route 410/Veterans Parkway in Prince George’s County. 

Police believe Hicks “was exchanging words with the driver of a Hyundai Sonata when he pulled out a weapon and fired into the vehicle, striking Hicks,” then continued east on Route 50.

Maryland State Police and the FBI are offering up to $60,000 in rewards — $30,000 for each case — for information leading to arrests and convictions in those two unsolved killings.
