SIOUX CITY, Iowa (KCAU) — The arrest on Tuesday of a man who police say is responsible for spray painting flowers on several manhole covers in the Morningside neighborhood is drawing widespread community comment.
Brandon Bradshaw, 46, is facing two charges, including 4th-degree criminal mischief.
A police report indicates that Bradshaw had spray paint on his hands as well as several cans of spray paint in a backpack when arrested.
Under the City code, the painting is classified as graffiti because it was not first approved through proper municipal channels.
