MEMPHIS, Tenn. -- Two people found shot outside a justice complex were identified as the victims and suspects in Helena-West Helena, Arkansas, on Monday, according to police.

Police said that Chanynce Haggans and Katelyn Donaldson have both been charged with two counts of terroristic act, five counts of aggravated assault, and three counts of endangering the welfare of a minor.

Helena-West Helena Police said that at 3 p.m., officers were standing outside the Phillips County Justice Complex when they saw a black Chevrolet Malibu that stopped on the side of the road.

According to police, the driver they later identified as Haggans, rolled his window down to tell officers he had a gunshot wound.
