City Councilor Michael Garcia wasn't part of Mayor Alan Webber's inner circle. Their association ranged from strained to antagonistic to icy.
That was all right with Garcia, who's now the mayor-elect. Webber and his bloc of followers on the City Council spoke of their devotion to "transparency." But Garcia was more likely to level with residents.
The most vivid example was when Webber nominated his city attorney, Erin McSherry, to become interim city manager. Webber and the councilors met behind closed doors for two and a half hours to discuss this and perhaps other personnel changes. The public portion of the meeting resumed after midnight. While the city slept, Webber pulled his nomination of McSherry from the agenda.
