Though the precipitation from the first half of October did not return for the second half of the month, Flagstaff started off its hydrological year well ahead of normal for the second consecutive year.

The National Weather Service (NWS) resets one of its precipitation measurements annually on Oct. 1 in accordance with the hydrological year, also called a water year, as defined by the U.S. Geological Survey (USGS).
