FOSTORIA — The Ohio Environmental Review Appeals Commission has ruled that two of the conditions the Seneca County General Health District tried to impose on a nearby landfill’s 2023 and 2024 operating licenses are unlawful, and another three are unreasonable.

The commission, known as ERAC, is the state’s highest review board for Ohio Environmental Protection Agency decisions. The state EPA previously found no major problems with the landfill operator, WIN Waste Innovations of Seneca County, and allowed it to have the permits needed to keep running the facility.

The local health board contested the state EPA’s original decision to let those operating permits go through.
