In November 2022, Pasadenans voted overwhelmingly to adopt Measure H, which limits rent increases and protects tenants from unfair evictions. The City Council created a Rent Stabilization Department (RSD) and appointed 11 members (plus two alternates) to the Rental Housing Board to implement the voters’ will. Pasadena is now one of 30 California cities with some version of rent and eviction regulations.

Contrary to the claims in Larry Wilson’s Sept. 24 column, the program is an enormously positive community resource. Previously, landlords and tenants with disputes had to turn to the courts.
