Police have arrested a second Hartford man in connection with a September shooting outside a Waterbury bodega that left a 29-year-old dead.

Frank Garay, of Hartford, was shot and killed outside a corner store at 94 Charles Street on Sept. 15, police said. He was weeks away from his 30th birthday.

Investigators quickly arrested 37-year-old Latroy Young, of Hartford, soon after the killing, but the second suspect remained at large for weeks, authorities said. That changed on Monday, Nov. 10.

Waterbury detectives working with the U.S. Marshals Service arrested 45-year-old Gerard Brown, of Hartford, for his alleged role in Garay’s death, police said.

Brown faces multiple charges, including murder, unlawful discharge of a firearm, first-degree reckless endangerment, and criminal use and possession of a firearm, according to police. He was also charged with the illegal sale, delivery, or transfer of a firearm and carrying a pistol without a permit.

Brown is being held on a $3 million bond, authorities said.

Young faces charges of conspiracy to commit murder, criminal possession of a firearm or ammunition, and illegal possession of a weapon in a motor vehicle, police said. He is being held on a $1 million bond.
