A family member of the victim contacted Essex police around 12:30 p.m., reporting that their relative had been told online and on the phone that their computer was infected with a virus.
"The scammer claimed that to fix the situation, the resident had to pay $15,000 in cash immediately, which the resident was prepared to do," the Essex Police Department wrote in a press release.
Authorities arrived to find Luo, arresting him after determining he had no legitimate reason to be at the home.
