A multi-agency human trafficking investigation has led to the rescue of two missing juvenile girls and the arrests of two men accused of exploiting them, according to Maryland State Police.

Troopers announced Thursday, Nov. 13, that Deion Taurence Philip, 32, of New York, and Antoine Miles, 57, of Maryland, have both been charged with sex trafficking of a minor and several related offenses.

Police said Philip is being held without bond at the Baltimore County Detention Center. Miles is in custody in Minnesota and awaiting extradition back to Maryland.

According to investigators, the case began in September 2025, when the Maryland State Police Child Recovery Unit, the Baltimore County Police Department Vice/Narcotics Unit, and the FBI were conducting a joint human trafficking operation.

Police said investigators saw “what appeared to be a young female being advertised on the internet for sexual acts.” 

They then tracked the advertisement to a hotel in Towson, where they found and recovered the girl, later identified as a critically missing minor.

The investigation continued, and on Tuesday, Nov. 4, Maryland State Police and the US Marshals Service located Philip at a residence in Hanover, Pennsylvania, where he was arrested without incident. 

During the arrest, police found another missing juvenile female, who they believe was also being sex trafficked.

Two days later, investigators located Miles at an airport in Minneapolis, Minnesota, where he was also arrested without incident.

Maryland State Police said investigators believe Philip and Miles may have trafficked additional victims. Anyone with information is urged to contact the Child Recovery Unit.
