SURPRISE, Ariz — Residents in the northwest Valley say they’re hopeful an end may finally be in sight for their daily traffic nightmare, as Maricopa Association of Governments officials unveiled new recommendations Thursday aimed at addressing years of growing congestion along the U.S. 60 near the Loop 303.

“I think we felt like we're like the redheaded stepchildren in Surprise, because most people don't even know we exist up here,” said Elizabeth Terry from Surprise.

A crash at the intersection of Grand Avenue and 163rd Avenue snarled traffic during the very meeting where solutions were being presented—an incident residents say reflects what they deal with every day.

“It’s just crazy. There’s too much traffic. There’s too many deaths down here at 163rd and Grand, too many,” said Jeffr
