A 39-year-old St. Paul man is accused of hitting a woman as she and her husband walked their dogs, then driving off at a high rate of speed.

Michael Kentrell Smith was charged on Monday with criminal vehicular homicide in the Nov. 13 death of Amber Deneen, 30, of St. Paul.

Officers responded to the hit-and-run crash around 5:15 p.m. last Thursday at the intersection of St. Anthony Avenue and Aldine Street, where they found Deneen near a crosswalk with labored breathing and a compound fracture to her right leg. She was pronounced dead at a hospital just before 6 p.m.

A witness told police that an SUV came to a partial stop at the intersection but did not fully stop, then it ran over Deneen "like a speed bump" before continuing west on St. Anthony Avenue, per a criminal complaint.
