Jessica “Jesse” Kathlyn Miller (Rehn) was born Oct. 29, 1946, in Helena, Montana. She spent her childhood in Salinas, California; Streeter, North Dakota; Napoleon, North Dakota; and Bismarck, North Dakota, graduating from Bismarck High School in 1964. Jesse remained close with her classmates and proudly attended their 60th reunion in 2024.

In June 1964, she married the love of her life, Steven J. Miller, at Lackland Air Force Base, Texas. Military life took them to San Bernardino, California (Norton AFB), where they welcomed their son, John, and later to Hill AFB in Ogden, Utah. In 1968, they returned to Bismarck, where their daughter, NonaMarie, was born.
