ELGIN, Ill. (WLS) -- A new report says the driver of a landscaping truck killed in an Elgin crash had little warning of the incoming Union Pacific locomotive.

The crash happened on October 23 at about 6:30 a.m. at the railroad crossing at State Street north of Locust Street, police said.

One person was killed, and two others were injured in the truck owned by landscaping company Cornerstone Partners.

The National Transportation Safety Board released a preliminary report on what happened in the moments leading to the crash.

Investigators say the train's whistle and crossing signals only activated as the truck entered the railroad, giving the driver almost no time to react.
