PORTLAND, Ore. — Tensions flared at a Portland City Council meeting Wednesday night as councilors discussed a policy aimed at the Immigration and Customs Enforcement (ICE) facility in South Portland. Under a proposal, the city would charge detention centers an annual fee to counteract "unique costs."
In the proposal , the ICE facility is not named specifically, though the proposal mentions that the Portland Police Bureau has spent around $300,000 "at or near a single detention facility" this year.
In the proposal, councilors mention pollutants, like chemical residue, which have run off into water sources. For months KGW has reported on the use of pepper spray and tear gas by federal agents outside the ICE facility, used to disperse protesters.
