The Supreme Court on Thursday (November 20) opined that timelines cannot be imposed on the Governor and the President to clear Bills passed by a state assembly.

While the court's opinion is not binding, it does become guidance for future litigation. Therefore, today's response from the Supreme Court has effectively reversed its earlier verdict that had imposed a three-month deadline for the Governor and President to clear bills sent by the state assembly.

"In a democratic country like ours, fixing timelines for governors is against the elasticity provided by the Constitution," the five-judge Bench said, deprecating the “deemed assent” granted by the apex court on April 8 in the case of Tamil Nadu to the bills held by the state governor.
