Your editorial “Better late than never” called the PA budget “a decent result,” but Pennsylvania ended the 2024–25 fiscal year with $46.4 billion in collections and a $50.1 billion budget.
Filling the $4 billion gap with lapse funds only delays the problem. Next year, with no lapse funds available, tough choices like cuts, tax hikes, or using rainy-day reserves will likely create another budget impasse during an election year.
