A Harrisburg cop denies all wrongdoing in response to a lawsuit saying he pushed a 22-year-old man into moving traffic in March before arresting him .
It’s the third time Marc Howell has been sued over excessive force claims, and in his response to the initial lawsuit filed last week, he said he treated Carter Burch in a “proper and lawful” manner.
A video recording of the incident shared on social media showed Marc Howell running up to Burch, pushing him into Second Street while traffic moved past them.
Burch, 22, named Howell, along with fellow officers Esteban Restrepo and Cynthia Kreiser in a federal civil rights lawsuit filed over the incident. The suit also named Harrisburg Police Commissioner Thomas Carter under supervisory liability.
